Reporting to the Senior Manager, Partnership Development, Global Relations & Humanitarian Diplomacy (GRHD) the Project Officer, New Business Development (PO, NBD) provides support to the expansion of new business for Canadian Red Cross International Operations through delivery of the 2017-2020 IO Business Development Strategy and work plan. The work of the Project Officer, New Business Development’s will be framed by IO Strategy 2020 (S2020) to deliver in the Last Mile.
The PO, NBD contributes towards the mandate of the Global Relations & Humanitarian Diplomacy (GRHD) : Ensure a strong CRC profile within the RCM, as well as with other multilateral, national and international organizations, with a view to support operations, profile critical humanitarian issues, promote IHL/NIIHA, build partnerships and diversify income resources to grow CRC programs as per S2020 and beyond.
The PO, NBD will contribute to the success of the matrix model, agility of the organization, delivering against the One Red Cross vision and interoperability, implement innovations/learning and ensure robust risk management.
RESPONSIBLITIES
Under the guidance of the Senior Manager, Partnership Development and the IO Business Development Working Group (IO BDWG), assist in the development and implementation of the Strategy for New Business Development.
Working closely with the IO BDWG, support the Senior Manager, Partnership Development to engage International Operations in the development of a three-year IO New Business Development Strategy, including annual targets, objectives, work plan and accountability matrix within International Operations.
Support the Senior Manager, BDWG, Philanthropy and IO teams to understand and contribute to the delivery of the strategy, identify and flag challenges that need attention.
Assist the Senior Manager to report progress on the strategy and work plan to the BDWG, IO Leadership and Senior Management Teams.
Support for the Expansion and Development of New Partnerships. Consistent with the New Business Development Strategy, complimentary to the initiatives of the Philanthropy team and with the guidance of the Senior Manager, Partnership Development:
Conduct research, analysis and monitoring (including a trigger system) of potential funding partners, including Canadian and other government sources, academic, regional, multilateral and thematic funding agencies for opportunities to secure funds to advance Strategy 2020.
Monitor funding trends, including the successes and challenges of major agencies seeking to access funds sought by the Canadian Red Cross.
Working closely with Global Programs (GP), Emergencies & Recovery Team (ERT), Global Health Unit (GHU) and Quality Assurance, Learning & Innovation (QALI), assist in the development of cases for donor support which profile Canadian Red Cross achievements in the Last Mile.
Assist in the preparation of presentations and organisation of meetings with new and existing partners.
Assist in the development of letters of intent and memoranda of understanding, liaising with key IO departments.
Facilitate linkages between Philanthropy and IO teams in response to Philanthropy Team requests.
Support the development of the new strategic partnership with Global Affairs Canada, as required.
Monitor key events and opportunities to profile IO’s work among donors.
Support for Proposal Development. With the guidance of the Senior Manager, Partnership Development, and in coordination with the Senior Program Officer, Global Programs:
Collaborate with Global Programs and Emergencies and Recovery teams to support project proposal development, including Government of Canada and other proposals, incorporating cross cutting themes, in particular gender and diversity, and ensuring appropriate links to important guiding documents including the Government of Canada’s International Assistance Review and the Grand Bargain.
Support Global Programs and Emergencies and Recovery teams to develop timelines and processes to ensure the effective participation of all IO and other key units (e.g. Legal Services, Philanthropy) in proposal development, consistent with IO’s Program Development Process.
Manage the partners@international portal for proposal submission to Global Affairs Canada, ensuring that all mandatory standardized information is current and accurate, and that proposals are submitted prior to deadlines and in accordance with GAC guidelines.
Provide proposal writing and editing support to GP and ERT, as required.
Assist in the processing and hiring of consultants.
Support the work of the Business Development Working Group.
Support the administrative management of the BDWG: meetings: seek input and help prepare the agenda and preparatory documents, attend meetings, take minutes and support follow up on action items.
Assist in the preparation of reports and presentations to the BDWG.
Conduct research and analysis as required by the BDWG.
Supports an effective team within a matrix structure.
Develop and maintain membership in the functional department, Global Relations & Humanitarian Diplomacy and designated IO project teams. Collaborate to fulfill the agreed objectives, needs and expectations. Foster team work through a professional exchange of experiences and expertise that can be transferred to other areas of work. Ensure sharing and dissemination of services related materials to all concerned actors.
Provide back-up to colleagues as required.
Mentor colleagues on sourcing processes and systems for back up purposes.
Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment.
Integrate volunteer resources within the scope of responsibilities, as required.

Qualifications and Knowledge
Education, Knowledge and Experience
University degree in international development, humanitarian studies or other related field.
Minimum two to four years working with international development and/or humanitarian agencies.
Experience working with multiple teams in a matrix or similar environment.
In depth knowledge of proposal development processes, especially those of the Government of Canada.
Demonstrable experience developing successful proposals for submission to the Government of Canada and other donors is highly desirable.
Knowledge of the donor environment, funding trends and opportunities.
Experience synthesising large amounts of information, preparing presentations and reports.

The majority of work is performed in a clean and comfortable environment.
May include long to moderate hours sitting and using computers and office equipment.
Ability to work non-traditional hours on short notice.
Ability to work in stressful and often ambiguous conditions.
This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
If required, and eligible, periodic travel to country operations may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
