Reporting to the Country Representative (CR), the Health Project Manager (HPM) will be responsible for the successful delivery of the Canadian Red Cross (CRC) supported Improving Maternal, Newborn and Child Survival (MNCH) project in South Sudan. The HPM will provide a full range of technical and program management support to the implementing partner, framed by International Operations Strategy 2020 to deliver in the Last Mile.
The HPM will contribute to the success of the matrix model, agility of the organization, delivering against the One Red Cross vision and interoperability, implement innovations/learning within programs, and ensure robust risk management and personnel wellbeing.
RESPONSIBILITIES
Strategic Program Leadership
Work closely with the CR in providing strategic guidance and support to the South Sudanese Red Cross (SSRC)-implemented MNCH project that is consistent with CRC, its back donor and partner organizations obligations and expectations.
Review, analyse and actively utilize inputs and feedback from all counterparts on changing needs and dynamics falling within the CRC programming strategy.
Build and maintain effective collaboration and communication with all internal and external stakeholders, including SSRC, MOH, Red Cross Movement Partners and outsourced service providers.
Collaborate with SSRC to support the MOH in the development of the Maternal Newborn and Child Health strategies.
Program Leadership and Management
Lead, manage and supervise a team of international and national staff, responsible for the successful delivery of CRC supported MNCH project in South Sudan.
Support the SSRC in effective and timely implementation of the MNCH project at the central, state and county levels.
Provide technical support to the Logistic Delegate in pharmaceutical procurement and management.
Ensure effective program coordination and integration at the community level and within the SSRCS, ensuring collaborative programming and cross-sectoral program integration.
Capacity Strengthening
Provide regular technical support to the SSRCS Juba health team.
Collaborate with the PMER Delegate and the Finance Delegate, support the SSRCS to develop plans and write comprehensive narrative and financial reports related to the project.
Consult with SSRCS to assess the capacity health program staff, volunteers and other stakeholders, and identify opportunities for capacity building.
Ensure capacity building with a special emphasis on design, development and the application of participatory approaches and methodologies with the SSRCS.
Reporting, Monitoring and Evaluation
Monitor the project implementation progress and support the PMER delegate to write the required progress reports (quarterly, semi and annual), using Results-Based Management (RBM) approach.
Participate and facilitate an active involvement of all counterparts in program reviews and evaluation and ensure the incorporation of feedback from such reviews into reports.
Monitor the efficient usage of the funds and assets allocated to the program.
Security and Risk Management
Demonstrate active awareness of and commitment to security plans and practices in a conflict/fragile environment.
Complete relevant training with respect to security management in insecure environments.
Contribute to CRC country level risk analysis and awareness by sharing specific risks related to project activities.
QUALIFICATIONS
Education & Experience
Postgraduate degree in Public Health or related field.
Demonstrated program management skills, including planning, monitoring, evaluation and reporting skills, both narrative and financial.
A natural team leader with good interpersonal, communication, documentation, presentation and good facilitation skills.
Minimum 5 years of management and health programming experience in an international humanitarian organization, preferably in post-conflict or post-disaster.
Minimum of 3 years relevant work experience in the area of community-based public health, preferably in maternal, newborn and child health.
Knowledge, Skills and Attributes
Knowledge of requirements and obligations under Government of Canada funded projects would be an asset.
Knowledge of managing or facilitating community health referral systems.
Able to coordinate with authorities and other NGO/local partners.
Demonstrated expertise in community based approaches.
Experience in teambuilding and in managing, motivating, training and development of staff.
Able to coordinate with authorities and stake holders.
Strong track record in fostering effective working relationships with health stakeholders at various levels.
Strong interpersonal, communications and facilitation skills.
Proficiency in written and spoken English is mandatory.
Resilience and adaptability to changing circumstances and an evolving environment.
Commitment to the Principles of the Red Cross Movement.
WORKING CONDITIONS
This is a field based position. Working in countries of operation is very demanding, both physically and psychologically. Difficult working conditions are expected, including the following:
Issues of access and mobility due to the dynamic nature of an emergency situation and proximity to disaster-affected area.
Long hours of work in a demanding context with limited resources.
The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.
Basic living conditions that may include intermittent electricity, Internet and other basic services.
CRCS supports a safe working environment and comfortable accommodation however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
In some contexts legal frameworks and institutions to enforce the rule of law are largely undeveloped.
In some remote areas access to healthcare could be limited or non-existent.
All CRCS delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.
