Under the direction of the Director, Quality Assurance, Learning and Innovation the Senior Manager Innovation, Knowledge Management, and Systems (IKMS) leads a dynamic portfolio focusing on the development management and execution of an innovation agenda and framework; modernized information, communications and knowledge management systems and increasing the engagement and coordination of administrative functions to support the priorities of international operations. In addition to leading and executing the innovation and knowledge management files, the Senior Manager, IKMS leads and supervises a team of ICT and data/information/records management support specialists.

The Senior Managercontributes towards the mandate of the Quality Assurance, Learning and Innovation team: Through partnership and expertise, QALI ensures CRC-IO maintains a high standard of continuous learning and quality programming. QALI provides guidance and leadership in knowledge management; innovation; planning; monitoring; evaluation; reporting; communications and technology in compliance with corporate strategies and systems.

The Senior Manager will contribute to the success of the matrix model, agility of the organization, and delivering against the One Red Cross vision, interoperability and implement innovations/learning within programs. The position leads three working groups: innovation (including Innovation Roundtable a CRC-wide initiative), information management and program assistants and one sub-working group Project/Program Information Management (PIMS) Super Users.

RESPONSIBLITIES

Oversees Innovation Framework and strategies.

· Builds and implements an organizational framework and strategies to enhance the capacity of staff and partners to identify and prioritize key issues and innovative solutions.

· Promotes disruptive ideas and innovation that can influence the relevance and efficiency of Red Cross and Red Crescent work.

· Leads a high level working group to implement the innovation framework and identify paradigm and positioning related innovation; co-leads a product and process innovation roundtable.

· Strengthens linkages between lessons learned and innovation.

· In coordination with business development leads, mobilizes and develops applications for grants, funds and awards in areas of innovation in humanitarian and development operations.

· Supports other departments and develops mechanism to encourage innovation within their work and promote collaboration and communication.

· Builds and expands on relationships with key stakeholders in innovation in international humanitarian response and development.

Oversees projects and systems aimed at improving knowledge management and information processes.

· Implements, evaluates and ensures optimization of project information management systems including ongoing monitoring and support to end users.

· Oversees delivery of training and capacity building on information management systems

· Implements Phase two modifications to project management system: leads, manages, and monitors execution; leads on vendor/consulting relationships and contract.

· Works in partnership with other National Societies that have implemented similar systems to identify ways of collaborating in enhancing system functionality while minimizing cost to the movement overall.

· Tracks and monitor all project milestones and deliverables including budget/expenditures for areas of responsibility.

· Participate in the annual budgeting and planning process for the QALI unit.

· Contributes to senior management decision making as member of the international operations senior management team. Oversees records management for IO in alignment with corporate guidelines.

Provide modernized and effective information/telecommunication services to support IO activities at NO and field representational levels.

· Ensures the ICT operations are streamlined and aligned with the business objectives and operational plan of the IO department, its delegations and Canadian Red Cross corporate priorities.

· Identifies implements and evaluates flexible and new means of ICT within field operations and national headquarters.

· Manages seamless support for the daily operational activities of IO staff deploying to the field, bilateral delegates being on-boarded/off-boarded as well as providing Emergency Response Unit (ERU) IS support.

Coordinates the pool of program assistants for efficient compliance with procedures and resource backup measures within IO.

· Makes recommendations for continuous improvement of administration functions including growth and development.

· Provides leadership through the IO Program Assistant (PA) Working Group.

· Provides leadership in implementing new priorities for PAs; including ensuring information management for program indicators and lessons learned.

Staff management.

· Provides strong leadership, expertise and innovation in human resource planning in management of the subordinates.

· Manages personnel to deliver on objectives and support continuous improvement of the functions including: coordination of team roles, objective setting, performance assessments, coaching, and ensures resources, processes and tools support effectiveness and accountability. Escalates management issues as appropriate.

· Plans for personnel changes and ensures that knowledge is transferred during the transition period.

· Ensures ongoing skills development for team members. Creates and maintains an environment of effective teamwork.

· Establishes, builds and monitors ongoing internal client relationships ensuring effective and positive interaction and satisfaction.

Supports an effective team within a matrix structure.

· Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work.

· Ensures sharing and dissemination of services related materials to all concerned actors.

· Provides back-up to colleagues as required.

· Mentors colleagues on sourcing processes and systems for back up purposes.

· Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment.

Qualifications and Knowledge

Education and Experience:

  • University Degree in a related area, or an equivalent combination of education and experience.
  • Minimum of 5 years of related experience in Project Management.
  • Minimum of 3 years experience leading and managing teams.
  • Minimum of 3 years working experience with a specialization on innovation and/or knowledge and learning is highly desired.
  • Demonstrated success in simultaneously managing diverse teams of professionals.
  • A designation in PMP is an asset.

Knowledge, Abilities and Skills:

· Information/Knowledge Management practices; Business management practices.

· Knowledge and experience working in an international, humanitarian context is preferred.

· Demonstrated ability to build internal and external relationships and partnerships.

· Strong knowledge of business support processes, tools and computer business applications (Outlook, Word, Excel, PowerPoint, Sharepoint/Skype for Business) and proficiency in numerical literacy.

· Excellent planning, implementation and evaluation skills with demonstrated project management.

· Excellent organizational, planning and hands-on implementation skills.

· Ability to negotiate priorities and objectives to align varying viewpoints and create a unified approach.

· Proactive approach with strong critical thinking, business acumen and problem solving skills.

· The ability to work effectively in a fast paced, global environment with multiple conflicting demands, ambiguity and changing circumstances, and demonstrated positive experience working in a cross-cultural environment.

· Resilience and adaptability to changing circumstances and an evolving environment.

· Ability to exercise discretion and professionalism in handling issues and confidential information.

· Exceptional verbal and written communication, interpersonal, negotiation, conflict resolution, presentation and influencing skills to interface effectively with diverse internal and external stakeholders at all levels.

· Fluency (speaking, reading and writing) in English is required; fluency in French is an asset.

WORKING CONDITIONS

· This position is subject to successful Criminal Reference and Vulnerable Sector Checks.

· The majority of the work is performed in a clean and comfortable environment.

· May include long to moderate hours sitting and using computers and office equipment.

· Ability to work non-traditional hours on short notice.

· Ability to work in stressful and often ambiguous conditions.

· This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.

· Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required.

· Successfully complete a Canadian criminal record reference check and vulnerable sector check.
