Do you want to make a difference? Join the world’s largest humanitarian network. The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Construction Coordinator.

Following the impact of Hurricane Matthew in Haiti in October 2016, Canadian Red Cross (CRC) responded with an Emergency Response Unit (ERU) Mobile Health Clinic to support the local public health network in Grande-Anse. After an extensive assessment by the Unit and various reports from the Ministry of Health (MSPP), Pan-American Health Organization and World Health Organization, several badly damaged health facilities in Hurricane Matthew-affected areas have been identified as requiring longer term rehabilitation.

In collaboration with the Haitian Red Cross Society (HRCS) and the Ministry of Health (MSPP), CRC will undertake the rehabilitation of selected health facilities in two Departments affected by Hurricane Matthew. The health facilities to be rehabilitated include existing dispensaries as well as larger health centres. CRC will likely procure key materials related to this project using existing logistics capacity in Haiti while the rehabilitation work will be undertaken by local contractors.

Reporting directly to the Health Project Manager, the Construction Coordinator will, in close coordination with HRCS and MSPP, develop designs, tendering documents and BoQ. The Delegate will also manage, monitor and oversee construction projects as assigned in her/his area of responsibility. S/He will head the Construction Unit’s team, composed of an additional delegate based in Anse-Hainault and a local engineer based in Jacmel.

RESPONSIBILITIES

Preliminary designs and architectural plans

  • Collect information on existing conditions at dispensaries and health centers.

  • Visit dispensaries and health center sites, prepare site plans showing all existing infrastructure (water supply, drainage, sewerage, electricity, access road).

  • Prepare master plan taking into consideration relevant plans, site conditions, environmental impact.

  • Obtain topographical and geotechnical investigation report for drainage, road and foundation designs.

  • Prepare architectural plans and detail drawings for all buildings, in close coordination with HRCS and MSPP.

  • Design appropriate sewage and waste disposal system in consultation with Ministry of Environment.

  • Obtain approvals from MSPP, HRCS and other relevant authorities as required.

  • Support the Health Project Manager and CRC National Headquarters in the preparation of a final project implementation plan and budget.

    Structural Design

  • Prepare structural designs of foundation, columns, beams and walls using the prevalent code of practice in Haiti, showing the size of the structures and proposed reinforced in close coordination with Senior Shelter Advisor and Structural Engineer Consultant in Ottawa.

Bill of Quantities and Engineering Cost estimate

  • Prepare a detail bill of quantities (BoQ).

  • Prepare specifications of material considering locally available materials import needs.

  • Prepare rate analysis and engineering cost estimate including materials and labour.

    Work plan and quality control guidelines

  • Prepare work schedule in MS Project showing critical path.

  • Prepare cash flow plan according to work schedule.

  • Prepare quality control guidelines.

    Monitoring, Quality Control and Reporting

  • With the Construction Delegate, supervise and monitor the quality, cost and physical progress of the construction work and ensure that corrective actions are taken on time.

  • Monitor the quality of work as per specification and ensure that field quality test and lab test are done on time according to quality control guidelines.

  • Monitoring the physical progress as per work plan. Prepare weekly and monthly work plan based on the overall work plan and ensure that the progress as planned.

  • Monitor the cost closely as per BoQ and cost estimate. Take appropriate action to mitigate variations and extra cost and ensure that the work does not exceed the budget amount.

  • Organize weekly site meetings and monthly construction team meetings and record minutes of meeting.

  • Prepare monthly construction progress report on the agreed format and report to the Health Project Manager and Country Representative.

  • Supervise and train national construction engineers.

    Communication/ Coordination

  • Prepare and submit monthly reports on project timelines.

  • Establish and maintain effective working relationship with external and internal partners (Haitian Red Cross Society, Ministry of Health, communities).

  • Attend regular internal coordination meetings within CU.

    QUALIFICATIONS

    Required Qualifications

  • Fluency in written and spoken French and English. Language testing will be administered.

  • Bachelors Degree in Architecture or Civil Engineering.

  • Minimum of 3 years professional experience in planning and design of buildings and related civil engineering infrastructure.

  • Minimum 2 years of field experience in supervision and quality control of construction work with a positive proven track record.

  • Experience in working internationally for a humanitarian aid organization (2 years minimum).

  • Experienced in using AutoCAD (or similar CAD software) and MS Project.

  • Demonstrated experience in building and maintaining relationships with various partners and stakeholders, and experience managing stakeholder expectations.

  • Demonstrated ability in management of change; leadership; planning; management of budgets; management of resources; monitoring; supervision and control; reporting; communication; networking; management of self; management of others.

    Preferred Qualifications

  • Post Graduate degrees in Architecture, Civil Engineering, Building Engineering.

  • Licensed Architect or Engineer.

  • Experience in Hospital and Health Clinic construction.

  • Knowledge and work experience in Haiti is a major asset.

  • Previous experience working for the Red Cross Movement.

WORKING CONDITIONS Field based position, located in Jérémie. Although recovery efforts in Haiti are substantive, Haiti still suffers from infrastructure setbacks such as road construction. The security situation in Haiti remains fluid so mobility may be restricted to mitigate demonstrations and other potential civil unrest. The curfew is monitored regularly. Haiti remains vulnerable to natural disasters such as earthquakes and hurricanes, which require preparation. CRC supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety.
