The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Health Delegate, Middle East and North Africa.
Under the direction of the Canadian Red Cross (CRC) Regional Representative, Middle East and North Africa (MENA), the Health Delegate, MENA is responsible for the successful implementation and monitoring of health activities of the CRC in MENA. This includes current projects in Lebanon, Syria, the occupied Palestinian territories, as well as broader support to CRC activities and partnerships in the region.
RESPONSIBILITIES:
Health Project Management
· Oversee the implementation of MENA health project activities as per identified program operating principles and within established budget and timeframes
· Maintain effective health specific program management tracking tools, ensuring real-time access to information on all MENA health projects, activities and contributions
· Manage on-going project timelines of health activities, with identified and continually assessed contingency plans and alternative activity/budget options
· Ensure a technical level of analysis, trouble-shooting and recommendations on health activities of CRC projects. Identify gaps, areas for improvements or opportunities from a technical health perspective with the Country and Regional Representatives
· Participate in the design and management of evaluation activities for CRC supported project activities
· Promote and adhere to Movement policies, strategies, procedures, guidelines and quality standards, operational planning and budgeting for all project activities
· Identify and implement opportunities to strengthen and improve project effectiveness and efficiency
· Make recommendations to CRC Country and Regional Representatives for future proposals related to the MENA region, taking into account CRC strategic directions and local priority needs and support project proposal developments as may be requested.
Technical Health Management Support
· Support, both directly in subject matter expertise and/or via accessing additional resources/experts, the Host National Societies (HNS) in contexts where CRC operates and Red Cross Movement (RCM) partners in technical assistance and advice as may be requested by partners or needed for the project
· Facilitate and support networking and exchanges of learning on health related topics
· In collaboration with RCM partners and other stakeholders, consider and propose in writing additional and/or alternative future options for CRC to support health activities/needs in the region
· In close coordination with HNS Health Coordinator and collaboration with International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC), support Partner National Societies (PNS) in the development and implementation of health management tools, structures and Standard Operating Procedures (SOPs) as necessary
· Support HNS and RCM partners by providing technical advice as may be requested with the development and implementation of any health strategy and Plan of Action (PoA)
· Review available health information and based on regular assessment of situation, identify gaps in service delivery and opportunities to enhance Red Cross/Red Crescent (RC/RC) work in reaching out to most vulnerable
· Monitor and analyze the development of health needs in the MENA region, and support PNS in adapting their response and mitigation strategies according to the changing situation
· Maintain a close knowledge (and report on), understanding and analysis of the health context at country level and regional level
· Closely coordinate with CRC Country and Regional Representatives, MENA and National Office on health information, analysis and activities at field level.
CRC MENA Unit Support
· Support in overall implementation and reporting on CRC contributions to RCM operations in the MENA region as requested by the Regional Representative, MENA. Includes providing technical health advice and support as requested to the MENA team. Attend meetings on behalf of Regional Representative, MENA where requested
· Ensure understanding of CRC contribution to RCM operations within the MENA context
· Support CRC in the development of a MENA framework
· Provide input into briefing notes, contextual analysis and reference documents as requested.
· Foster effective, positive and productive relations and collaborations with all RC/RC partners in the region. Maintain knowledge, understanding and effective relationships with all partners in MENA from a technical health perspective and work on consistently strengthening relationships
· Represent the CRC in the region with Movement partners and other actors as necessary
· Other duties as requested.
QUALIFICATIONS
Education and experience
· Minimum five years field experience in a Health Programming/Management with at least two years field experience with a humanitarian organisation in an international environment (preference given to complex environments)
· University degree, with preference to health management, public health or similar
· Demonstrated experience in overseeing project planning, implementation, monitoring, evaluation and reporting, ideally for health related projects and/or in complex environments.
Abilities and skills
· Strong diplomacy skills with previous experience in representational roles and liaising with numerous stakeholders
· Excellent communication skills, both verbal and written, in English. Fluency in Arabic a strong asset
· Experience in and knowledge of the Middle East and North Africa a strong asset
· Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task
· Demonstrated solutions oriented management, with proven analytical skills
· Proven ability to be a supportive and productive team member and self starter
· Demonstrated commitment to the principles of the RC/RC Movement; previous RC/RC Movement experience a strong asset.
WORKING CONDITIONS
This position will be based in Beirut, Lebanon with frequent field travel as permissible. The delegate will be bound to security guidelines as part of the Red Cross Movement. The ability to work in a high risk, fluid and evolving situation is required, as is the ability to work in stressful and often ambiguous conditions.
