Reporting to the Senior Manager, Deputy Secretary General’s Office, the Policy Officer manages key files related to Movement Relations and Strategic Partnerships. This includes mechanisms and processes that are key to the 75M Strategic Partnership Agreement between the Canadian Red Cross and the Government of Canada and closely monitoring the governance and priority issues for the Red Cross and Red Crescent Movement. In addition, the Policy Officer acts as a facilitator between International Operations and the Corporate Communications and Stakeholder Engagement Team, leads the recruitment for interns, and supports team objectives as required.

The role requires strong verbal and written communication skills; very strong organizational skills; the ability to manage multiple priorities involving a range of stakeholders – both internal and external to the team; participation in team, department and Society meetings; liaising with Red Cross Red Crescent Movement and Government of Canada counterparts; and representing the Society at meetings and events.

RESPONSIBILITIES

Manage key files related to the CRC Strategic Partnership (SP) with the Government of Canada

  • Manages processes which contribute directly to the successful implementation of the Strategic Partnership (SP). This includes regular consultations with internal colleagues, government of Canada counterparts, and other civil society interlocutors on matters linked to the effective execution of the SP.

  • Provides analysis, prepares written briefs, develops agendas and talking points.

  • Convenes the Strategic Partnerships Coordinating Committee (SPCC) made up of the project managers and technical advisors engaged in the implementation of the six SP projects.

  • Works across teams and functions to support and develop strategic messaging and positioning on issues linked to the SP. In close collaboration with teams within the SP, engages in positioning in order to advance CRC’s priorities.

  • Engages in consultations, research and data-gathering linked to the preparation of a proposal for the next version of the SP.

  • Monitors project-level delivery, and compiles internal quarterly reports.

  • Ensures that documentation of meetings, reports, and other significant milestones for the SP are captured and appropriately managed using the appropriate CRC tools and systems (PIMS, Infosite, etc.).

Support the Society’s relations with Red Cross Red Crescent partners

  • Coordinates high level visits from Movement partners, and, where appropriate, CRC Senior Management visits abroad. Supports program teams who lead on coordination for visits with working level Movement partners.

  • Supports preparation for statutory meetings including feedback on agendas, resolutions and other documents and ensuring appropriate briefing notes are prepared for CRC delegation.

  • Advises the Society on outcomes of RCRC Movement regional and governance meetings, including liaising with other National Societies who have representatives on the Governing Board. Supports Society senior leadership in the management of RCRC Movement relationships.

  • Develops briefing materials and engages in stakeholder consultations processes on relevant files.

Facilitates relationship

  • Enables relationships between International Operations and the Corporate Communications and Stakeholder Relations Team

Support to Team Objectives

  • Leads team’s intern recruitment and management processes.

  • Provides time-limited support to key events or projects as requested (ex. special research, supporting conferences or training events, etc.).

QUALIFICATIONS

Education and Experience

  • Masters degree in Conflict Studies, Humanitarian or Development work, Political Science, or a combination of education and experience that would be considered equivalent;

  • Minimum of 3 years work experience with the Red Cross/Red Crescent Movement preferred;

  • Knowledge and experience with project management;

  • Minimum of 3 to 5 years of job-related work experience;

  • Demonstrated experience in international development and humanitarian contexts;

  • Experience in the development of institutional relationships/partnerships;

  • Experience interacting with various levels of government and the RCRC Movement.

  • Experience with project management, reporting and information management

Skills and Abilities

  • Very strong project management, problem solving, strategic thinking, evaluation and analytical skills.

  • Demonstrated interpersonal and facilitation skills, ability to influence others and manage relationships with multiple stakeholders.

  • Flexibility and ability to work independently and prioritize competing demands.

  • Demonstrated initiative and judgment, ability to deal with ambiguity and reprioritize tasks in response to unexpected changes in priorities and effectively manage change in a fast-paced environment.

  • Ability to exercise discretion and professionalism in handling issues and confidential information.

  • Excellent presentation, planning and organizational skills. Strong attention to detail and accuracy.

  • Exceptional written and verbal communication skills in English are essential; strong written and communication skills in French a strong asset.

WORKING CONDITIONS

Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Possible travel within Canada and internationally including to difficult/restricted locations. While the majority of the work is performed in an environment which is mostly clean and comfortable, the successful candidate may be required to travel which can involve working in environments that are unstable, insecure and with unpredictable access to basic services. Must be able to work non-traditional hours on short notice.
