The Field Coordinator will be responsible to implement the project “Ensuring Sustainability of Cholera Response in Somaliland” and support the Somalia Red Crescent in enhancing its ability to successfully develop its capacity to respond to cholera outbreaks in the future by deploying and setting up Cholera Treatment Units as an emergency response.
The Field Coordinator will be responsible for the implementation of the project in Somaliland, monitor the activities and support the National Societies in conducting the planned activities. The Field Coordinator will also report on progress and channel technical expertise from CRC to the project. The Field Coordinator will be responsible to develop and execute the implementation plan together with SRCS. A Logistic Delegate as well as short-term technical supports will report directly to the field coordinator.
S/he will also work in an integrated way with SRCS staff and where possible will support the development of the National Society’s (NS) capacities at all levels in a sustainable manner and in accordance with the mandate and mission of the Red Cross Red Crescent Movement.
RESPONSIBILITIES:
Operational Planning
Support the field project team in order to achieve project’s objectives
Oversee the development of the SRCS capacity, based on the needs and capacity of the National Society, focusing on procurement of materials and development of related trainings
Support SRCS in developing the required operational systems, procedures and support systems, including but not limited to, Finance, HR and logistic
Support SRCS in developing and maintaining SoPs with the Ministry of Health to support future responses to Cholera outbreak
Provide technical guidance and overall support to the successful completion of the project objectives as per the project design and project documents already developed
Monitor the activities and results against the logic model, risk matrix, budget and performance management framework
Support SRCS to develop a ToT approach to train future staff and volunteers to deploy and setup a CTU
Coordinate the contribution from the various stakeholder involved, including the logistic delegate
Support the replenishment process (including procurement/replenishment options, maintenance and development of equipment) for SRCS readiness as per the MoU
Coordinate with relevant stakeholders at SRCS, CRC National Office and International Federation of Red Cross and Red Crescent Societies (IFRC) and International Committee of the Red Cross (ICRC) as required
Reporting, Monitoring and Evaluation
Monitor and report on progress and developments of the project activities and related issues
Participate and foster an active involvement of all relevant internal and external stakeholders
Ensure quality and integrity of implementation, including adherence to relevant standards, technical guidelines, administrative systems, etc.
Communicate and report on progress of designated activities, involving feedback from internal and external stakeholders as required
Monitor the efficient usage of the funds and assets allocated to the program
Staff Management
Provide strong leadership, expertise and innovation in human resource planning in the management of the subordinates
Manage personnel to deliver on objectives and support continuous improvement of the functions including: coordination of team roles, objective setting, performance assessments, coaching, and ensures resources, processes and tools support effectiveness and accountability. Escalates management issues as appropriate.
Plan for personnel changes and ensures that knowledge is transferred during the transition period
Ensure ongoing skills development for team members. Creates and maintains an environment of effective teamwork
Establish, build and monitor ongoing internal client relationships ensuring effective and positive interaction and satisfaction
Provide training to IO staff and delegates to increase their knowledge and skills and ensure compliance of established policies and practices
QUALIFICATIONS
Education and experience
Under Graduate degree in health, health management, disaster management or related discipline
Minimum 5 years of experience in an international humanitarian organization, preferably in post-conflict or post-disaster
Minimum of 3 years relevant working experience in the area of public health or disaster management
Knowledge of the Red Cross Movement is required
Health ERU trained with deployment experience highly desirable
Demonstrated project management skills, including planning, monitoring and evaluation
Abilities and skills
Demonstrated reporting skills, both narrative and financial
Experience in facilitating, mentoring, motivating, and training staff and/or volunteers
Demonstrated experience liaising and coordinating with Red Cross/Red Crescent Movement (RCM) partners, particularly with NS
Demonstrated ability to work in an integrated environment. Field visits to operational hubs (i.e. warehouse, NS chapters) may be required to assess and monitor progress of the project
Strong track record in fostering effective working relationships with stakeholders at various levels
Team player with good interpersonal, communication and presentation skills, in both written and oral English are required
Valid driver’s license, with the ability to drive manual gears
Advanced user of MS office package
WORKING CONDITIONS
This position will be located in Hargeisa, Somaliland
Ability to work non-traditional hours on short notice
Ability to work in stressful and often ambiguous conditions.
This position may require travel to Canada for meetings as required.
Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required
Successfully complete a Canadian criminal record reference check and vulnerable sector check
Rest and Relaxation Leave of 7 days provided every 6 weeks
